This month, the South Dakota Department of Social Services (DSS) is observing the designation by encouraging individuals and organizations to play a role in making South Dakota a better place for children and families. “Research shows that protective factors are present in healthy families,” said Department of Social Services Secretary Lynne Valenti “Protective factors are skills and resources families can use to meet and deal with the challenges and stresses of being a parent.” The department encourages South Da- kotans to consider the following protective factors within their families. • Nurturing and attachment – Small acts of kindness, protection and caring make a big difference to children. Research shows a consistent relationship with parents is associated with better grades, healthier behaviors and the ability to cope with stress. • Knowledge of parenting and of child and youth development – Parents who understand the usual course of child development are more likely to be able to provide children with skills needed to live independently. • Concrete supports for parents – Identifying resources in the community and offering a helping hand to parents may help prevent stress which can lead to child maltreatment. • Additional protective factors and information can be found by visiting https://www.childwelfare.gov/topics/preventing/preventionmonth/. “April is a time to celebrate the important role communities play in strengthening families and protecting children,” said Valenti. Master gardener training is an eight week course and is offered in three locations in 2017: Sioux Falls, Aberdeen, and Spearfish. Master gardener training consists of eight 8-hour in-person meetings. Training is provided by SDSU professors, SDSU Extension local horticulture experts & educators and is a combination of face-to-face and online sessions. There are two training options: 1.Training with Volunteer Commitment (Most Popular) Training costs $190 with 50 hours of volunteer service “payback” during the first two years after training. 20 hours of service and 10 hours continuing education is required for each year thereafter to maintain Master Gardener Status. If initial 50 hours is not completed then the balance of the course fee will be charged. The cornerstone of the Extension Master Gardener Program nationwide is to serve our communities and advance knowledge to assist others in beautifying spaces, growing their own food, and advancing knowledge in horticulture/gardening. That title is held exclusively for Master Gardeners that actively serve our communities as SDSU Extension Master Gardener volunteers and regularly document their time. This is, however, a nice option for those employed with agencies that could benefit from horticulture knowledge or for those that want this knowledge but feel they cannot devote time to community service. The brief supports the petition for rehearing en banc from a panel decision that allows the U.S. Department of Health and Human Services to extend the transitional reinsurance tax in the Affordable Care Act (ACA) to the States that operate self-insured group health insurance plans for government employees. The ACA requires “group health plans” to pay the transactional reinsurance tax. The Attorneys General argue this tax does not apply to the States. “The federal government has no existing authority to impose this tax on our self-insured state health care plans. Imposing this tax forces the States to foot the bill for the federal government’s inaction and poor policy choices on healthcare. We will continue this fight to protect our citizens and our State budget from this unauthorized tax,” said Jackley. The brief argues that in order to impose such a tax, Congress must make its intent to do so unmistakably clear. The States have a substantial interest in contesting federal taxes imposed directly on States where it is not clear Congress intended for States to pay the taxes. A strong clear statement rule in the taxation context provides States much-needed protection from federal regulation that upsets the traditional federal-state balance. “There is no clear statement in the ACA that Congress intended to impose this transitional tax on the States,” said Jackley.
